Maj.-Gen. Yoav Mordechai, the coordinator for government activities in the territories blamed Hamas on Tuesday for turning a blind eye to where their building materials go when they enter the Gaza Strip, purposely delaying the reconstruction of Gaza.

Mordechai said that Hamas allows building materials to go toward the creation of attack tunnels into Israel.

"Hamas activists seized control of the transfer of building materials and transferred them for use in underground tunnels," he said.
