MOSCOW - Russia's upper house of parliament, the Federation Council, will later on Wednesday consider authorizing the use of military force abroad, domestic news agencies reported, citing the speaker of the house.

The reports did not say which country the decision would refer to, but Russia is in the process of building up its military presence in Syria where it supports the forces of President Bashar Assad.
