Syrian opposition says government declaration falls short at Geneva

GENEVA - A "declaration of principles" that the Syrian government presented at a peace conference in Geneva on Monday fails to address the main objective of the talks, the opposition said.

"The declaration is outside the framework of Geneva, which centers on creating a transitional governing body. It fails to address the core issue," the opposition's chief negotiator Hadi al Bahra told Reuters.
