Japan suspects N. Korea conducted 2nd nuclear test

The Japanese government suspects that North Korea has conducted a second nuclear test, a government official said late Tuesday night. The Japanese government was trying confirm Tuesday night if the North had conducted a second nuclear test, a Foreign Ministry official said on condition of anonymity, citing protocol. Earlier, US Secretary of State Condoleezza Rice said the US had no plans to attack North Korea.
