Hamas will punish 38 members of its Gaza police force for "failing to prevent the deaths" of seven Palestinian civilians during a Fatah rally commemorating Yasser Arafat in November, the group announced. Approximately 100 people were wounded in the event, when Hamas gunmen opened fire at demonstrators. The punishments were said to range from demotions and dismissals to jail time.
