Foreign Minister and Kadima chairwoman Tzipi Livni reiterated the importance of Israel's actions following Operation Cast Lead in a speech to students at the Interdisciplinary Center in Herzliya on Tuesday. "I said even before the operation in Gaza that when we are attacked and when we are fought against we must respond, no less important is how we act after the operation. "Change... not only depends on what we have done, but also on what is being done now," Livni said, adding that Israel must respond to "whoever fires towards us, places a bomb [under us] or smuggles weapons." Livni spoke following an attack on the Gaza border that left a soldier dead and four wounded after Palestinians placed a bomb under the vehicle they were travelling in.
