Local authorities have neglected their responsibilities toward the homeless, according to the State Comptroller's report on local governments released Wednesday evening.
The report also states that many local authorities, including those of Tel Aviv, Mazkeret Batya, Rehovot, and Kiryat Ono, levy taxes illegally.
State Comptroller Micha Lindenstrauss also notes in his report that the Defense Ministry is the biggest evader of arnona, owing over half of a million shekels to local authorities.
