Rights monitor: W. Bank, Gaza gov'ts violating human rights

A Palestinian human rights group says the rival governments of the West Bank and Gaza both violate citizens' rights in their quest for control.
The Palestinian Independent Commission for Human Rights told reporters Tuesday that more than 1,000 Palestinians were detained in both territories on political grounds in 2007.
