Aharon Barak proposes constitution alternative to Knesset

Former Supreme Court president Aharon Barak said Sunday that according to his findings, the present Knesset is not likely to move towards a constitution, and so it should be formulated in an alternate, parallel national legislative assembly, which would then submit it for ratification by national census.
Barak made the statements at a law conference in the Interdisciplinary Center, Herzliya (IDC), adding that he is worried about Israel's future if it does not implement a constitution, which would "get us out of the ditch we are stuck in."
Barak volunteered to participate in such an assembly himself, drafting a constitution "Whether through the Knesset or not."
