Malta blocks Libyan plane from landing

VALLETTA, Malta — Malta says it has barred a Libyan plane claiming to be low on fuel from landing.
Melvyn Mangion of the Foreign Ministry told The Associated Press that the plane with 10 passengers reported aboard circled for 20 minutes Wednesday and then returned to Libya.
Officials said Maltese armed forces and airport security personnel physically blocked the runway, preventing the plane from landing. They said the plane was expected Tuesday and that no flight plan had been filed for Wednesday.
