Report: Israeli teen,14, found locked up by parents, in state of severe neglect

A 14-year-old boy was found by police in an apartment in Hadera in a state of severe neglect on Thursday.

The parents of the boy, in their 60s, were arrested by police on suspicion of child neglect and the child was transferred to welfare services.The boy was discovered after neighbors contacted the Hadera municipality to complain of a strong stench emanating from the apartment.

An initial investigation found that the parents had moved to Hadera in 2009, without notifying the municipality that they had a son. Initial reports further indicated that the boy had been locked up since he was born and had never been allowed to leave the apartment or go to school.
