At the entrance to Ness Ziona, right at the city’s gateway, one of the most intriguing complexes currently planned in Israel is taking shape. Hamoshava is a conceptual project that is expected to change the face of the city, upgrade the quality of life, and provide a lively new kind of entertainment and culinary experience. The project is planned with an investment of NIS 250 million and is expected to begin construction in early 2026, with occupancy projected for 2028.

Behind the project stand two experienced entrepreneurs – Raz Fishman and Tomer Cohen – operating together under the company Sha’ar Ha’ir Ness Ziona. The complex, which will span approximately 6.5 dunams in an urban area, will include mixed-use spaces: about 6,000 square meters of commercial space, about 5,000 square meters of office space, and 300 underground parking spaces. As part of the project, future zoning for residential use is also planned.

The entire complex is open-air and consists of a shopping boulevard that connects the main street of Ness Ziona with a neighborhood backstreet, along with an active plaza at the front of the building.

Entrepreneur Raz Fishman explains: “Our vision is to bring to Ness Ziona a street experience that, on the one hand, connects with the local spirit of the moshava, and on the other hand, is designed and operated like a European-style leisure district. An open and vibrant complex with character.”

36 Surprising Stores and Brands

The project will include about 36 stores, cafes, a wine bar, a butcher shop, restaurants, a gym, a pharmacy, a supermarket, and more. The tenant mix features select Tel Avivian brands that will be entering the city for the first time, with an emphasis on chef restaurants, contemporary culinary offerings, and quality leisure.

“The project, which has already gained significant planning momentum and is expected to receive a building permit by the end of the year, was designed with the understanding that Ness Ziona is a city with strong purchasing power, rapid urban growth, and a high-quality population – eager for a top-level leisure complex,” adds Fishman.

Architect Tali Darel, a partner at V5 Architects and responsible for planning the project, explains the design concept: “From the project’s early days, we decided to create a lively, human-scale urban space. Together with the developers’ European-inspired vision and our shared concept with the municipality of Weizmann Street as a vibrant pedestrian route, we sought to create a different kind of commercial center.”

Darel adds: “The urban space – the boulevard and the plaza – is shaped by the buildings, but mostly by the human scale: Warm materials, lighting, awnings, greenery, unique street furniture, active balconies – all these will make ‘HaMoshava’ a unique leisure hub.”

Design Details

Each facade received special attention. Starting with the ground floor, which combines glass, dark aluminum, and stone, exterior lighting and awnings, through to the first floor with its spacious covered balcony, and up to the office floors. The office building has a different character, featuring curtain walls and vertical slatted facades above them – a clean, modern structure seemingly detached from the shops below, hovering above them.

Raz Fishman comes from the world of finance and real estate and was one of the founders of the Indigo Hotel in the Bursa district. His partner in the project, Tomer Cohen of Cohen City Ltd., built the 37-story VISION TOWER in Bat Yam and is currently developing dozens of additional projects throughout the greater Tel Aviv area.

The duo is also jointly advancing another project in the Bursa district of Ramat Gan – an office tower with 35,000 square meters on Bejerano Brothers Street, designed by architect Avner Yashar’s firm.
