The Dutch government said Tuesday it plans to adopt a law making it a crime to attend a "terrorist training camp" to learn skills that could be used to carry an out an attack, regardless of whether the camp is located in the Netherlands or abroad.
The Justice Ministry said participation in a terrorist training camp should be considered a serious crime, proposing up to 10 years in prison for anyone convicted of attending or supporting such a camp - in the Netherlands or abroad.
The proposed measure is the latest in a series of laws enacted here since the 9/11 attacks to empower authorities to prosecute would-be terrorists before they act.
