Following the IDF's publication of findings from five different Operation Cast Lead probes, Defense Minister Ehud Barak said that the "investigations proved again that the IDF is among the most moral militaries in the world." "The IDF is not worried about investigating itself, which also proves the morality of its operations," said Barak in a statement. "The IDF, under the directives of the political echelon, embarked on Operation Cast Lead after eight years of rocket fire on Israeli civilians," continued the statement. "We express regret for every civilian casualty [in Gaza], but we must stress that the exclusive responsibility for this lies with Hamas." As the IDF publicized the findings, Deputy Chief of General Staff Maj.-Gen. Dan Harel said they showed that the army operated in Gaza in accordance with international law and succeeded in maintaining a high level of professionalism and morals even though it fought against an enemy that cynically uses civilians as human shields.
