Pensioner Affairs Minister Rafi Eitan said in his testimony before the Winograd Committee on the Second Lebanon War that no emergency situation had been declared during the war due to financial considerations, it was revealed on Thursday afternoon.
According to Eitan, Israel should have declared an emergency situation, even if it would have harmed Israel's credit level.
He added that it was a good thing Israel went to war, saying he doubted if most of the lessons taken from the war would have been implemented without it.
