The Knesset plenum approved in first reading on Tuesday evening a bill according to which the poor would pay lower fees for electricity , Army Radio reported.
The bill was submitted by MK Moshe Kahlon (Likud), and it postulates that electricity is a basic commodity and therefore should be subsidized.
