The only obstacle delaying the completion of a prisoner exchange deal with Israel is its criteria for freeing prisoners sentenced to lengthy prison terms, Palestinian Authority Minister for Prisoners' Affairs Wasfi Kabha was quoted as saying on Wednesday morning.
In an interview with the London-based Asharq Al- Awsat newspaper, Kabha said that "the Israeli side was being stubborn in determining the identities of the prisoners sentenced to lengthy terms whose release is being demanded by the Palestinian side."
