Prime Minister Ehud Olmert was responsible for the decision to go to war without sufficient deliberation and without a solid plan of action, the first part of the Winograd Committee's report on the Second Lebanon War, released Monday, stated.
The report called Olmert's decision-making irrational, irresponsible, and lacking in caution.
