The Israel Police National Fraud Squad wrapped up its investigation Tuesday into the collision between an Israel Asia Zim cargo ship and a Japanese fishing boat in which seven Japanese fishermen were killed.
Police recommended pressing charges against the second officer, a Yugoslavian national, for negligence and breaking maritime laws by not preventing the mid-sea collision.
Regarding the captain, Moshe Ben David, police said they found evidence during the investigation indicating that he was also negligent in his job.
However, police refrained from making a recommendation to charge Ben David and passed on his file to the prosecution to see if he could be held responsible according to the penal code.
