The head of the UN investigation into the assassination of Lebanon's former prime minister delivered his report to Secretary-General Kofi Annan on Thursday amid heightened speculation that it implicates both Lebanese and Syrian officials. US officials and diplomats said the UN Security Council is ready to take action if the investigation identifies those responsible for killing Hariri and 20 others on Feb. 14. If Syria is implicated it might face a call for sanctions, they said.
