MADRID — Spain on Monday said a summit of European and Middle Eastern leaders from countries bordering the Mediterranean Sea has been postponed for a second time, due to the stalemate in peace negotiations between Israel and the Palestinians.The summit of the Union for the Mediterranean had tentatively been scheduled for Nov. 21 in Barcelona.RELATED:New jellyfish tells tale of global warmingBeirut, Tel Aviv battle it out for 'pink dollars'The Spanish Foreign Ministry said in a statement that Spain and the union's co-presidents France and Egypt had agreed to postpone the meeting.The statement said "the current stalemate in the Middle East peace process" made it impossible to ensure "satisfactory participation" in the summit.Spain first planned the meeting for June 7 during its term holding the European Union's rotating presidency, but delayed it, saying officials wanted to give Israeli-Palestinian talks time to yield results.The Union for the Mediterranean brings together the 27-nation EU and 16 partner countries across the southern Mediterranean and the Middle East. It is designed to encourage economic, environmental and other kinds of cooperation.
