Israel and the Palestinians are capable of concluding a peace agreement quickly, and a Palestinian state can be created within two years, Palestinian Prime Minister Salaam Fayad said on Monday. In addition, the PA prime minister said that the Palestinians must take it upon themselves to ensure by the end of the year that PA institutions and organizational infrastructure are sufficient and capable of sustaining a state. Fayad also maintained his position that talks should not continue until Israel ceases all settlement activity. He added that the international community should continue to pressure Jerusalem until the construction stops.
