Hizbullah and Hamas are arming themselves with the intention of attacking Israel's civilian population because they have understood that they cannot win in a military versus military scenario, Minister-without-Portfolio Yossi Peled (Likud) said in an interview with Israel Radio on Wednesday.

Peled said that Israel has a responsibility to protect its citizens against such threats but is trying to maintain calm in the area.

The minister added that no option should be ruled out in protecting Israel's citizens against the Iranian threat.
