Three European nations have sent a new proposal to Russia, China and the United States that could lead to UN sanctions against Iran over its nuclear program, the French Foreign Ministry said Tuesday.
Informal talks were under way in Europe toward measures against Teheran under the UN Charter, which would allow for some types of nonmilitary sanctions, ministry spokesman Jean-Baptiste Mattei said.
He did not elaborate on the contents of the plan.
