The International Investigation Unit of the Police arrested five IDF non-commissioned officers and two private construction contractors Monday on suspicion that they defrauded the army and ministry of defense out of millions of shekels.
The two contractors are suspected of taking money from the army to buy tools and building materials for carrying out infrastructure work.  Investigators claim the army had already supplied the materials and the money taken out of army coffers went into the pockets of the suspects.

The Police believe the non-commissioned officers knew about the foul play and did nothing to prevent it.
Investigators are checking the possibility that the non-commissioned officers received a bribe from the contractors to look the other way and not report the discrepancies to their superiors.
