The EU: 'Jewish-Challenged"?

From the EU document on the five 'red lines' Israel needs to back away from:-

Dear EU, if anyone is challenging, the Muslims who attempt to interfere with, prevent, disrupt and otherwise badger the freedom of access and worship of non-Muslims to their holy site are those who are engaged in the activity of challenging.
The site is holy and sacred; not the status quo.
Is the EU "Jewish challenged"?
