French President Nicolas Sarkozy says the European Union will postpone talks with Russia this month on a wide-ranging political and economic agreement unless Moscow pulls its troops back from positions in Georgia in line with a cease-fire agreement.
He says the EU will have to re-examine its partnership with Russia if the agreement is not respected. Sarkozy told reporters Monday he plans to travel to Moscow on Sept. 8 for talks with the Russian leadership.
