Merkel won't rule out use of force against terror

German Chancellor Angela Merkel said Wednesday that military force could be used as a last resort to combat terrorism. "The struggle against terrorism demands the use of all political, economic and, as a last resort, also military means," Merkel said at a reception for diplomats in Berlin. She cautioned that force must be used "under the auspices, if at all possible, of the United Nations." As Germany's opposition leader, Merkel was critical of previous Chancellor Gerhard Schroeder for ruling out the use of force against Iraqi leader Saddam Hussein, saying that doing so lessened the leverage of the United Nations.
