S. Korea: 'No proof of N. Korea nuclear testing'

South Korean President Roh Moo-hyun said Thursday his government has no evidence that North Korea is planning nuclear tests and played down any threat posed by the North's missiles. "The South Korean government does not have any evidence whether North Korea plans to go ahead with nuclear testing, or if they do, when are they going to start," Roh told reporters in Helsinki. Speaking at a news conference with Finnish President Tarja Halonen, whose country holds the EU presidency, Roh said that North Korea's missiles were not a threat. "The technology used in this missile is not significant enough to reach the United States, and if it is targeting South Korea the range is too great, so it does not make sense," Roh said through an interpreter. "This leads me to believe that this missile was not made for an actual physical attack but rather for leverage for political purposes."
