US: N. Korean nuke test would be 'provocative act'

A leading US envoy warned Monday that a nuclear test by North Korea would be a very provocative act drawing international condemnation, and urged North Korea to return to nuclear disarmament talks. Speaking in Shanghai, US Assistant Secretary of State Christopher Hill gave no indication of any progress in recent efforts to revive six-nation talks on resolving tensions over the North's nuclear program. South Korea's main spy agency has warned that North Korea could test a nuclear device at any time, following reports of activity at a suspected North Korean underground nuclear testing site.
