Yisrael Sadan, former mayor of Hadera, was convicted in the Haifa district court on Wednesday morning for offering bribes during coalition negotiations in the municipality during regional council elections in October 2003.
Sadan was accused of signing deals with council members in which they were promised benefits in exchange for their participation in the coalition.
Sadan has also served as a police officer and Border Police commander.
