Livni: Only the establishment of a Palestinian state will stop terror

Only the establishment of a Palestinian state will solve the refugee problem and end terror attacks, Army Radio quoted Foreign Minister Tzipi Livni as saying Tuesday.
Livni, who was speaking at Intelligence and Information Center conference, said that Israel had to conduct itself differently in Gaza than it did in Judea and Samaria, adding that dialogue with "moderate elements" in the Strip would not end the conflict.
