According to three NATO diplomats, the US administration called on member states of the alliance to withdraw from the Rome Statute, the court’s founding treaty, and end their support for it.

Britain and Norway disclosed in April that they had uncovered a covert Russian operation in Arctic waters. But the discovery of the new weapon and the location of the operation had not been reported.

German Foreign Minister Johann Wadephul said Germany did not view Leipzig as an isolated incident, saying that "It fits into a broader pattern of Russian hybrid operations in Europe."

In February, NATO launched a mission called Arctic Sentry to bolster its presence in the far north, underscoring the alliance's increased focus on the Arctic.
