As defense minister under prime minister Shamir, Arens believed that Israel had to respond militarily to the Iraqi Scud missile attacks on Israel.
I met Arens in the late 1970s, when he was a member of Knesset and chaired the Knesset Foreign Affairs and Defense Committee and I was the parliamentary correspondent for Israel Television.
