Manafort was convicted after prosecutors accused him of hiding from the U.S. government millions of dollars he earned as a consultant for Ukraine's former pro-Russia government.
The Republican president has long dismissed the federal investigation into whether his 2016 presidential campaign worked with Russia to sway the election as a hoax and a "witch hunt."
"I just think it would be the wrong thing to do and I think it would be a huge political mistake as well."
"In his interviews with the Special Counsel's Office and the FBI, Manafort told multiple discernible lies -- these were not instances of mere memory lapses," Mueller's office said in the filing.
Manafort has so far denied involvement in the hack and asserted that the claims were false.
Manafort “coordinated with a senior Israeli government official” to publicize the story, Mueller charged.
Trump has the power to issue a presidential pardon for Manafort on federal charges. The president has not said whether he would do so.
Israeli Defense Minister Liberman seems to be implicated in the affair.

"My guess is you will see O.J.-type frenzy at this court event," said Michael Caputo, a former Trump aide and longtime Manafort associate, referring to the 1995 O.J. Simpson murder case.
