More than 110 people were wounded during demonstrations in central Beirut on Saturday against this week's huge explosion and 32 people were taken to the hospital.
Wheeler had arrived at the protest to address the approximately 1,000 protesters, who shouted chants ranging from "F**k you Wheeler," "Tear gas Teddy" and "Do your job."
The report was released as part of a new world-wide campaign warning the public against the commonplace usage of tear gas by police units in view of recent US George Floyd riots.
