The security cabinet on Wednesday night froze a plan to expand the Palestinian city of Kalkilya from Area A into Area C, which it had initially approved last year, according to Samaria Regional Council head Yossi Dagan, who had opposed the initiative. 'It's a first step in the right direction,' he said.
