Hamas officials arrived in Doha, Qatar to formulate a long term five-year cease-fire plan with Israel, Israel Radio said Monday. The plan includes the creation of a detached, floating Gaza port. Hamas is expected to accept the plan. Meetings will be ongoing to decide whether the floating port would be controlled by Israel or an international authority. Discussions over building an airport in the Gaza Strip have been delayed for the time being.
