Moussa: Peace process conditional on settlement freeze

Arab League chairman Amr Moussa said Friday that before the League could give its blessing to indirect negotiations between the Palestinians and Israel, Israel would have to commit to a complete moratorium on construction in the West Bank, and particularly scrap the 1600-housing-unit plan in Jerusalem's Ramat Shlomo neighborhood.

The indirect negotiations which were supposed to get under way following US Vice President Joe Biden's visit to Israel were halted in the wake of the announced Ramat Shlomo construction plans.

The stalled Middle East peace process is dominating discussions by Arab foreign ministers, among them Moussa, meeting in Libya to hammer out an agenda for the Arab League summit to take place later this week.
