CAIRO - Muammar Gaddafi will deliver a short message later on Monday, reported the Syrian television channel Arrai, which has previously carried messages from the deposed Libyan leader.

It said the message would be broadcast at 5 p.m. but did not make clear if that was Libyan or Syrian time, meaning it could be at 1300 GMT or 1400 GMT.

It said the message would be delivered via Arrai's Iraqi owner, who is based in Syria, Mishan Jabouri.
