MOSCOW - Moscow will start sending new weapons to a chain of islands claimed by both Russia and Japan later this year and complete building two military posts there in 2012, Russia's top general was quoted as saying on Wednesday.

Russia's plans to send missiles and other artillery to the windswept archipelago known as the Southern Kuriles in Russia and the Northern Territories in Japan have aggravated tensions in a territorial dispute dating back to World War II.
