Germany to allow domestic military deployment to combat terrorism

Chancellor Angela Merkel's coalition is proposing a constitutional change to allow for German military deployment within the country if needed to combat terrorism. The proposal would allow use of the military only if police are overwhelmed by a situation and cannot properly respond themselves. The parliamentary leader of Merkel's party, Volker Kauder, said the military would be used domestically only in "very specific restricted cases." Currently, the military is deployed domestically only for natural disasters or particularly bad accidents.
