"The implementation of the policies is in the hands of the administration and the government, but the consultations and the directions come from there [Khamenei]," Pezeshkian said. 

The UAE's General Civil Aviation Authority said the decision was based on US sanctions imposed on Iranian airlines over the use of airports around the world.
