Israel was attempting to annex east Jerusalem in order to keep the Palestinians from establishing their capital there, according to a secret document prepared by British diplomats in east Jerusalem and presented this week at an EU foreign ministers' conference. According to the report in Friday morning's Guardian daily, Italian pressure led the foreign ministers to delay discussion on the issue until next month's meeting. The document also claimed that Israel was acting to expand the settlement of Jews in east Jerusalem, an act that the British diplomats claimed contradicted international law and Israel's commitments to the Road Map. The document also said that Israel was using the security fence to annex Palestinian territories in the Old City and its surroundings.
