Trump ordered an airstrike on Iran but he later canceled because of possible ripple effects on his presidential campaign for 2020 election.
Washington previously sanctioned Iran's elite IRGC in April, designating it a terrorist organization in an unprecedented move.
U.S. President Trump has touted the plan as the "deal of the century" but Palestinian officials have already spurned the U.S. effort, which they believe will be heavily biased in favor of Israel.
"Why do Pakistan's army and security body ... give refuge to these anti-revolutionary groups? Pakistan will no doubt pay a high price," Jafari said in remarks live on state television.
The attack comes as the US and other countries are attending meetings in Warsaw that are widely seen as part of an attempt to confront Iran in the region.
