Olha Stefanishyna told reporters that Ukraine was in discussions with the Pentagon about a license to produce Patriot PAC-3 missiles itself, but that process could take 12 months to five years.

Donald Tusk said the missile posed no direct threat and would have been intercepted had it continued flying, as NATO pledged to defend allied territory.

The contract is expected to dramatically increase the United States' interceptor inventory, which has been depleted by the wars involving Iran and Ukraine

One of the aides said the Senate was also expected to begin voting during Zelensky's visit on a bill to impose sanctions on Russia that was championed by Graham.
