Explanation needed why West Bank facility not destroyed

The High Court of Justice Sunday gave the state 90 days to explain why it has failed to demolish a waste treatment plant built on the outskirts of the Ofra settlement.
Palestinians from the nearby village of Ein Yabroud together with the Israeli non-governmental group Yesh Din had petitioned the court in November 2009 to force the state to demolish the structure which they claimed was illegally built on private Palestinian land. 
On Sunday Chief Justice Dorit Beinish, Justice Ayala Procaccia and Justice Hanan Meltzer chastised the state for retroactively trying to legalize the facility. Beinish said "A demolition order has been issued, nothing happened, and in the end – other solutions are being sought. This has become a common tactic."
