One survivor's battle with bureaucracy, the plight of many

Four years ago Zvi Unger lit a torch at the Holocaust Remembrance day ceremony at Yad Vashem, but the honor bestowed upon the survivor then has not elevated him above having to occasionally do battle with bureaucratic red tape.
Two years ago Unger asked to transfer the handling of the restitution stipend he receives from the Claims Conference to the Holocaust survivors Rights Authority because he was told he would receive more benefits. But his application is still being held up.
