After an initial unsuccessful attempt to enter Ma'ale Levona, civil administration inspectors and security forces returned to the settlement on Monday afternoon and managed to enter the locale to deliver orders to enforce the recently announced 10-month moratorium on settlement construction.
Some settlers hurled stones at the inspectors, but the security forces accompanying the civil administration officials fired a stun-grenade at the protesters, who withdrew from the scene. The settlers deny throwing stones.
Earlier on Monday, Ma'ale Levona residents gathered to block inspectors and security forces from entering the settlement, and reportedly threw mud and rocks. There were also reports of dumpsters being used to prevent the inspectors' entry. The inspectors had retreated without having delivered the edicts, but returned a few hours later.
On Sunday, as Prime Minister Binyamin Netanyahu tried to reassure settlers and Likud members that the freeze was indeed temporary, some 200 Judea and Samaria Police officers and border policemen, along with 50 security vehicles, pushed their way into the Kedumim settlement in Samaria to enforce the construction freeze.
Civil administration inspectors were in 15 settlements on Sunday, including Ma'aleh Adumim, Ariel and Alfei Menashe.
Settlers have vowed to non-violently thwart the inspectors and in many communities have shut the gates or physically blocked the path of police and civil administration personnel.
While security personnel in most cases succeeded in entering the settlements and handing out stop-work orders, in Kedumim last week, they were turned back three times.
On Sunday morning, police and border policemen arrived through an adjacent Palestinian village and broke down a back gate to the settlement.
Settlers who had waited for them at the main entrance to the town quickly regrouped and blocked their path by sitting in the road.
