IDF limits W. Bank operations during Rice's visit

The IDF is limiting its operations in the West Bank during US Secretary of State Condoleezza Rice's visit to the Middle East, in order to avoid any diplomatic disaster similar to that created by last week's botched Ramallah raid that left four Palestinians dead while Prime Minster Ehud Olmert was in Egypt for talks with Egyptian President Hosni Mubarak. Judea and Samaria Division head Brig.-Gen. Yair Golan instructed brigade commanders to arrest Palestinians only in vital circumstances. Israel Radio reported that over the last two days Golan refused to approve several arrest operations.
